Description
Earl Logan was a sullen man in his late 40's or early 50's.  He had pale skin and greasy blond hair that was usually parted sloppily on one side.  He had a small tattoo on his right hand.  It was a crudely drawn skull and crossbones between his thumb and index finger.  Earl seemed to always have a lit cigarette dangling from his lips.  He is presumed dead after he was washed out to see when a dock he was standing on partially collapsed.
