I don't know, but I have a feeling that the book might have not gotten past the plot outline.

It makes me sad to think or know that there are books out there we will never get to read because they were never finished. Same goes for unaired episodes of the tv show. :*(

Sadly, that's life, we can only hope that the unpublished books get published somehow, but it's unlikely.
Well, when the different Casefiles Continuity series were discontinued, they were discontinued rather abruptly, to the point where books were left in all sorts of different levels of completion, ranging from completed manuscripts, to just a plot write-up. And considering that the SuperMystery'88 series usually issued books at about 4 month intervals, #38 may've been at only an editing stage where it was nowhere near being completed.
