I chose brown. Maybe it's just light or dark depending on the weather conditions outside, there are many different factors to consider like.... 

What if Frank's hair changes colors as the light reflects off of Joe's shiny blond hair, from black to a dark brown?  (I'm kidding here. ;))

I see his hair as black as it was written in the original Tower Treasure. (Fenton and Gertrude's Hair is also black (the original Secret of the Lost Tunnel and While the Clock Ticked respectively).

I think, through all of the years, the only way to appease all of the Hardy Boys novels is to say dark brown and call it even. In my opinion, there are too many contrasts for everyone to be happy.
