I voted for Frank and Joe, they make excellent villians against themselves.  My second vote was the Assasins, they we're a ruthless bunch. >:(

I went for the Assassins and Charity.  Bob and Al-Rousasa I consider to be part of the Assassins, so, in a way, I voted for them as well.

I voted for Bob and Charity. The Assassians are a worthy enemy, but you rarely get names to go with the faces. Bob was in a couple of books, and was a great enemy. Charity was a great burgler and the fact she would outwit the Hardys (especially Joe) was hilarious. Though Frank and Joe did  make good enemies against themselves.

I liked Frank and Joe from #11, but also from 4.
