Arthur is an expert in undercover operations for the Network. He is very good at making himself look like just one more face in a crowd. His ordinary looks allow him to easily fade into any background. Arthur is short and balding with gray hair and matching gray eyes which has earned him the nickname "The Gray Man" by some. His skin even has a gray pallor. He also goes by the alias, H.P. Gray, a member of the Council on International Law.

In case file #4, Mr. Gray is listed as Edward Gray in an office complex in DC. Since he has a middle initial of 'E' in an earlier book, we are going to assume his middle name is Edward. However, it's not really certain if any of these names are his true names.

Arthur is the Hardy boys' contact within the Network. He often comes to the Hardy boys' defense when they get into tough legal situations.
